A Report on Inaugural function of 24X7 services at PHC, Tengnoupal, PHC Moreh and a baby Care Corner at SDH, Moreh:

As envisaged by the , National Health Mission and collective effort of the State Health society , Health and Family Welfare and the District Team finally on the 29th of October 2014, conducted an inaugural function of 24X7 services at PHC Tengnoupal and PHC Moreh and an installation service of Baby Care Corner at SDH, Moreh. The function was graced by Shri D. Korungthang,Hon?ble MLA 42 Tengnoupal? Assembly Constituency as Chief Guest. Shri S. Tongpao Mate, Executive Member ( CAF & PD, Art? & Culture) ADC, Sita Constituency and Shri L. Kiran Kumar, SDO Tengnoupal and Dr. N. Birchandra Singh, CMO, Chandel as Guest of Honours and Functional President respectively.

Dr. Lokendro, Additional Director (Manpower Dev.) Health Services, Manipur, Dr. Simpson Shario, Additional Director, Dr. Awor Luikham, Joint Director, Dr. Romy Ngoru, DIO, Chandel, Mr.Rajive Irengbam, State Programme Manager, SHS, Manipur, Mr. Tijen Yaikom, State Financial Consultant, SHS, Manipur, Mr Arun Meitram, RMNCH+A & UNICEF consultant, SHS, Manipur, Dr. Benedict, State Nodal Officer for AYUSH,SHS, Manipur, Mrs. Jasha Premi, DPM, Chandel, BPMUs and Staffs, RKS Members, leaders of Chief Association and Kuki Students Organization, staffs of SDO and Social workers also attended the function .

The function started at PHC Tengnoupal at 9 am with an invocational prayer by the Tengnoupal Village Pastor, Mr. Ts. Chongloi and Wellcome address by Dr. U. Arun Kumar Singh, MOi/c of PHC, Tengnoupal. It was then followed by ribbon cutting by the Chief Guest and inspection of renovated PHC main building in fact from the RKS Fund 2013-14. It went on with a speech from the functional president, Dr. N. Birchandra, CMO, Chandel, who narrated that when the Medical Minister Shri Phungjathang Tonsin and the Mission Director Shri O. Ibomcha singh visited the facility on 15th April 2014, it was in a deplorable condition and so they have advised for the renovation of PHC building from the Departmental Resources as soon as possible. Subsequently, improvement came about and manpower was added. He emphasized the need to intensify care for Mother and Child to prevent Mortality and enhance treatment of other ailments. He announced that, PHC Tengnoupal has been provided with one Ambulance and an ultrasound has been installed.

Shri S. Tongpao Mate, Guest of Honour, of the function, said that, to improve PHC, Tengnoupal and to? maintain 24X7 services is very important as the facility is situated at national Highway. He also said that the PHC Main building has improved however the staffs Quarters are yet to done. He urged the concern officials, the local leaders to work with the local MLA to implement; all assured activities like DOTS, ICTC, 24 hours solar power, Medicine Store and sanitation as soon as possible. He also asked the Lab. Technicians, MOs and Staff Nurses to be there 24X7. Shri L. Kiran Kumar, SDO Tengnoupal appealed for DOTs and ART Center, keeping in mind, the prevalence rate and concern for poor people to reach out to Chandel centers due to transportation problem. He emphasized the need for solar energy due to irregular power supply.

Shri? D. Korungthang, Hon?ble MLA, 42 Tengnoupal? A/C and Chief Guest? explained the concept of 24×7 to the general public and humorously said that our 24X7? should definitely be longer than 11X7, all the staffs should be present at the facility even during holidays as Health care is the most essential part of a Human life. The staff should feel and do to others things that they would love others to do to them. He also appealed to the people to avail the good services and deliver in the institution and reduce home deliveries in the area. They should make the PHC staffs, comfortable, by thinking of them like a family and co-operate in their endeavor, to bring about an ideal Health care service, to the people.

The programme at PHC, Tengnoupal ended with a vote of thanks from H.Thangkhollen Mate, Chief of Tengoupal Village, a benediction prayer by Mr. Seikholet Mate, Church Secretary of Tengnoupal Village and a light refreshment.

The MLA and its entourage then proceeded and reached SDH Moreh at 11am.? There was installation of the Radiant Warmer and Phototherapy in the Labour room and Hence a Baby care corner was Functionalised.

At PHC, Moreh, the team inspected the Ultrasound and Radiant Warmer.? During the visit a baby was undergoing Phototherapy, this baby was delivered at SDH Moreh a few days back by ?Mrs Sophia Begum who is 15 yrs old and was a High Risk Pregnant Mother. She was discharged but somehow came back to PHC when the baby was affected with Juandice.

There was a formal Function at the PHC with a welcome note from Dr. Shantikumar, MOi/c of PHC, Moreh at around 11:30am followed by Speech from the Additional Director Dr. Simpson Shario when he also interacted with the staffs and ASHAs of the PHC. Shri D. korungthang, Chief Guest of the function? praised the staffs for maintaining their dress code as he could identify the staffs by their uniform . He also said that, he saw improvement in the PHC compared to his previous visit. He said that Children are the Pillars of society, and they should be cared and nurtured with proper Health care. Here the dedication of the staffs and involvement of the local leaders are equally important. The health care delivery system needs to be better off in order to render the service not only to the citizens of the country but also to the niebouring country as Moreh being a border town. The CMO ask the ANMs and ASHAs at the Subcenter level to gear up their activities of timely Immunization, distribution of IFA and refer cases to the PHC for preventive measures. In order to deliver Health for all, he will work to pursue and ??improve the infrastructure of Rilram Centre as well. The State Programme Manager, Mr. Irengbam Rajive, highlighted the benefits of JSY and JSSK and asks the MOi/c to spread the programme and motivate the people, to be able to give a desirable help to the rural poor from the scheme. Mr. Arun Meitram, mentioned about the Machi visit on 14th October 2014 to identify and accommodate a Delivery rooms at the office premises of SDO Machi under the supervision of the Mission Director and the MLA. For the Active participation, initiative and proactiveness of the MLA, Arun Meitram, RMNCH+A Coordinator, express his gratitude and profound respect for the MLA and said that Health cannot be improved by Medical Staffs and National Health Mission alone but it involves a muti-sectorial convergence. It is important to improve the Health care delivery system in Moreh due to its Strategic location and its proximity to the International border. The programme ended with a Vote of Thanks from Dr. Priyokumar, DIO, Moreh and Lunch.
